Delaware County Code Compliance

At this time the Code Compliance day to day operations for the most part continue to be “business as usual”. The south wing of the Channing Street facility is open to Code Compliance and the Regional Sewer District. Currently, the Delaware County Engineer’s Office is closed to walk-in business with essential meetings available by appointment only.

 Delaware County has implemented procedures to aid in the health and safety of our employees and our customers.  We ask all customers of Code Compliance to be mindful of practicing good cleanliness and hygiene measures – both in our office and in the field. Code Compliance asks that customers utilize online payment options. Also, those permit application submittals that include construction documents of 11” X 17” or smaller can be emailed to Plan review staff is not available for in-person meetings/discussions, but as an alternative will be available to discuss plan submittals or plan reviews via the telephone or by email.

We will strive to continue to meet our goals for permit turnaround and next day inspections. Thank you for your consideration and cooperation.

Delaware County Engineer

In response to the current health concerns relating to COVID-19 the County Engineer’s Office will be handling business as follows:

 In-Person Business:  Effective Tuesday, March 17, the Delaware County Engineer’s Office will be closed to walk-in business.  Essential meeting are available by appointment only.  Permits and development review submittals will be accepted electronically.  Contact us at 740-833-2400 or by email at

Highway Operations and Maintenance:  Crews will continue work as usual to maintain county roads including snow and ice control through the rest of the winter, and roadside mowing, pavement repairs, bridge and culvert work when the weather breaks.  Requests for service relating to road maintenance should continue to be submitted by email to or by phone at 740-833-2400.

We will continue to accept paper submissions by appointment only, but anticipate moving to electronic submittals only by 3/20/2020, so customers are urged to begin moving to electronic means as soon as possible.

All other County Engineer departments will be operating normally with the exception of suspension of face-to-face meetings.  Staff will be scheduling video calls or conference calls as needed.


Regional Sewer District


Documents being submitted for projects should be e-mailed rather than brought in-person.  Please submit project related documents to:

New projects that need plan review should include sanitary plans, grading/site plans, sanitary calculations, and a copy of the PTI application.  All submitted electronically.

PDFs may need to be used in place of mylars and hard copies for the time being.

Once plans are approved a cost estimate can be submitted via email and we will draft a subdivider’s agreement.
